The Lotus Formula One boss missed his chance to buy the Hammers last year when Gold and Sullivan were chosen as the new owners as the former Icelandic incumbents sold-out.
Fernandes is known to be a big West Ham fan and has previously hinted that he may be looking to invest in the club or more likely to gain overall control of the club.
He tweeted, “For all you west ham fans an offer has gone to the present owners of west ham. Let's see if they accept.”
