Bowyer, who was signed by Glenn Roeder from Leeds during the last transfer window at the beginning of the year was released by West Ham a week ago following their relegation to the Nationwide first division.
"Freddy Shepherd and Sir Bobby Robson met with the player to finalise matters," said a Newcastle club spokesman.
"They are confident that Lee will be an asset to Newcastle United."
