"There can still be loan options and we can still buy somebody - it is really the Premiership clubs that can't, until January," he told the clubs official website.
"We are not restricted by that though, as we haven't got that much money, loans are the obvious area.
"Again, it is identifying someone - do you go for a long term or short term loan?
"And you have to get the balance of the numbers you are allowed in the whole season.
"The trouble is one week there is a need in one position then a couple of weeks later someone else has a little setback - there is not quite the depth needed and we need to give Alan those few extra options."
